Dubbed the "Sailing Capital of the World", a key component of the National Parks Trust's conservation efforts is the Marine Conservation Programme (MCP). The MCP includes a system of marine buoys strategically placed to protect premier dive sites and coral reef environments from anchor damage.

About
Protecting Our Marine Environment
The National Parks Trust of the Virgin Islands' mission is to preserve and manage designated natural and cultural areas in order to improve the quality of life in the Virgin Islands. In the past, the Territory's fragile marine environment has been damaged by the increased number and size of boats that anchor in coral reef areas. To avoid further destruction the guideline detailed below should be strictly followed.
MARINE PARK GUIDELINES
- Moorings are for DAY USE ONLY
- All mooring areas are 5 M.P.H. no-wake zones
- Do not damage or remove any plant, animal, or historic feature
- All fishing (also spearfishing), lobstering and the collection of live shells are illegal
- Use designated garbage disposal points for disposal of waste
- Water-skiing is prohibited in all park areas
- Anchoring is prohibited in the Wreck of the Rhone Marine National Park. If all moorings areas are occupied, anchor in an acceptable area and enter the park by tender and use the dinghy moorings provided, or wait for an available mooring
- Display a dive flag when diving
- The 90-minute limit for use of moorings must be strictly observed
- Be sure to ask your Charter Company for a copy of the Boaters Guide and follow the instructions on how to tie up and release the mooring carefully as demonstrated in the Boaters Guide to Using National Parks Trust of the Virgin Islands Mooring Buoys
- Dinghies must use the moorings provided and NOT tie up to the dive or day-use moorings
- All vessels are advised to pay attention to the FLAG WARNING SYSTEM at The Baths National Park, Virgin Gorda
Please report ALL DAMAGED or MISSING mooring buoys to the National Parks Trust's officer or any National Parks Trust Team member.
FLAG WARNING SYSTEM
- Red - Warning - Do Not USe the Mooring and no access to the beach
- Yellow: Use mooring with extreme caution
- Green: Moorings available for use
- Purple: Maring Pests present in the water, e.g. Jellyfish, which can cause minor injuries

MARINE PARKS AND PROTECTED AREAS (AMENDMENT) REGULATIONS, 2004
Fees for the use of the Moorings are charged under this ordinance
- Vessels over 70 ft or 35 tons are not allowed to use the mooring system
- Do not leave vessels UNATTENDED when using a NPTVI mooring buoy
